No expertise but it just looks old to me.
Sadly my guess is that he/she is suffering from Beak and Feather disease. A cruel disease which is often fatal.
Poor bird!
He does look a little in need of attention.
I have no idea, but I did have a parrot once who contracted scaly leg mite, and had to have a toe amputated. That was a surprise!
